It's the door on the right of the Surgery room in the St. Amelia Medical Center (Part 3, Chapter 7). Enter the code on its keypad.
What's next
Past the door, the next job is the X-ray room: take head and chest scans of the patient. After that you collect three drugs around the building for the infusion pump.
