Call 496 0556 from the phone booth in Shorefront District North, then press 3, 2, 2, 1 when prompted. The number comes from the Medical Security Note.

How to solve it
Get the Medical Security Note
Outside the Medical Centre, inspect the paper stuck to the window of the security booth.
Go back down the street to the phone booth
Dial 496 0556.
Work through the menu
Press 3, then 2, then 2 again, then 1.
Open the gates
In the back parking lot, go through the garage door into the office. Press the button beside the phone to open the gates next to the building.
